I called up Bhutan Telecom, and spoke with their IT GM. He explained what had happened courteously and patiently, without asking who he was talking to. After I decided to write about it, I called him back, identified myself, and asked about their plans. He was very helpful.
Romeo is correct: henceforth Bhutan Telecom should immediately explain such technical problems on their website, and post regular updates on their progress. We would find that very useful. Thanks for the suggestion, Romeo.

This is pretty sophisticated explanation of what went wrong, of how it was revived and of what will happen next.
WHY IS BHUTAN TELECOME NOT ABLE TO PROVIDE SUCH AN EXPLANATION.
Lyonpo la, did you avail this information form BT or from somewhere else?
